Unemployment is one of the economic problems that inevitably occurs in every country, especially in Indonesia. Indonesia is a developing country where unemployment has not yet been completely resolved. This could happen because the lack of available jobs is inversely proportional to the increase in labor force growth which is increasing day by day. In developing countries like Indonesia, we really need to open up as many job opportunities as possible, which must be the main concern of our government. Moreover, at this time it could be said that we are still in a transition period of very big changes from the difficult times of the Covid-19 pandemic which means that many of our people need to restore conditions, especially in the economic sector to meet their daily needs. In the period following the Covid-19 pandemic phenomenon, several countries experienced a decline in income. This also happens in Indonesia, many workers in every agency, especially in the world of work, both factory workers and private workers, are often fired and become unemployed. Seeing this condition, the government is making efforts to expand the implementation of support to reduce unemployment and poverty levels in society, which is called the Padat Karya Program (PPK). Surabaya found that the Surabaya region which was appointed as the central government of several surrounding regions and as an example of thematic bureaucratic reform (RB) in order to overcome community welfare problems needed to develop various programs related to overcoming the problem of unemployment and reducing the level of poverty in its region. One of the programs launched by the Surabaya government is the Urban Labor Intensive Program (PKP) which has been regulated in Surabaya Mayor Regulation Number 83 of 2023.
